Central Sphere Minimum Wage (Mines, Railways, Central PSUs)

The Chief Labour Commissioner (Central) notifies minimum wages for employments under central rules (mines, oil fields, major ports, railway construction etc.). As of early 2026 indicative rates are ~₹715/day for unskilled Zone A, revised every 6 months with VDA.

Rules Every Employer Must Follow

  1. Maintain an attendance/wage register showing daily wage, days worked and total paid.
  2. Display minimum wage rates at the workplace in Hindi/English (mandatory notice).
  3. Pay overtime at 2× the ordinary hourly rate for hours beyond 9/day or 48/week.
  4. Pay wages within 7 days of wage period end (10 days for businesses with 1,000+ workers).
  5. Do not deduct anything other than what the Payment of Wages Act permits (PF, ESI, advance, damages etc.).
  6. Pay weekly off — 1 day paid rest for every 6 days worked.

Penalties for Paying Below Minimum Wage

  • Fine up to ₹50,000 for the first offence
  • Up to ₹1,00,000 + imprisonment for repeat offences
  • Backpay of the entire shortfall to every worker from the date of joining
  • Black-mark on Shops Act / Factories licence renewal

Who fixes minimum wages — Centre or State?

Both. Each State Government fixes minimum wages for employments in its jurisdiction, while the Central Government fixes wages for scheduled central-sphere employments. Whichever is higher applies to the worker.

How often are minimum wages revised?

Most states revise twice a year — usually 1 April and 1 October — via VDA notifications linked to the consumer price index.

Does minimum wage include PF and ESI?

No. Minimum wage is the gross wage. Employer PF and ESI contributions are on top of the minimum wage.

Is minimum wage the same for male and female workers?

Yes. The Equal Remuneration Act and the Code on Wages explicitly prohibit pay discrimination based on gender for the same work.
